Does high car insurance for young people count as discrimination?

Question by Nathan G: Does higher auto insurance plan for young men and women count as discrimination?
I'm an older driver now but bear in mind what a nightmare it was to get insurance. Really over priced in comparison to a new driver of an older age. I know its about figures but how can you judge what a drivers like just before they have even began driving on their personal.
